Duties of the Clerk-Treasurer

In Indiana, all Clerk-Treasurers are elected for a four-year term of office.  The Clerk-Treasurer is the keeper of the municipality's official public records and is the Chief Financial Officer of the Town of Danville. Specific duties are defined by the Indiana Code and Municipal Code of Ordinances.  No other elected municipal duties are as specifically defined by law as the duties of the Clerk-Treasurer.

The Clerk-Treasurer has broad powers to hire and supervise employees and oversee the operation of the municipal budgets, including utilities. The ranking status of the Clerk-Treasurer is on equal level with the Town Council and the Town Manager. The only area in which the Clerk-Treasurer does not have complete authority is setting wages and final approval of budgets. The Clerk-Treasurer may be called upon to break tie votes at Town Council meetings. The office of the Clerk-Treasurer has evolved dramatically from a bookkeeper and secretary to a financial manager whose responsibilities impact the financial well-being of local government.

Administrative Duties:

  • Establishes and maintains personnel files for Town employees and others and establishes and maintains other employment-related records.

  • Is responsible for completing reports as required by the County and State.

  • Attends various training sessions, meetings and seminars as directed or scheduled and approved by the Town Council.

  • Serves as Clerk for Town Council meetings and any other executive meetings. Keeps a full record of those proceedings as well as all ordinances, resolutions and directions made at any Town Council meeting.

  • Researches local, county and state record files, statutes, administrative rules, ordinances, policies, etc. as dictated by the needs of the Town.

  • Acts as custodian of the public records of the Town. 

  • Determines what Town information is available for disbursement under a request for information from various people and entities.

  • Maintains custody of and is responsible for all oaths, bonds, records, files, papers and property required to be deposited with the position.

  • Responsible for the disposal of obsolete records as authorized by state statutes.

  • Assists the Town Manager and department heads when needed.

Financial Duties:

  • Receives bills and claims against the Town, examines and validates each document, verifies the appropriate budget appropriation, issues the order to pay each bill, and disburses checks after approval of expenditures by the Town Council.

  • Compiles timesheets; maintains and updates payroll records.

  • Assists with preparation of annual budget.

  • Certifies the levy to the appropriate authorities.

  • Files the accounts approved by the Town Council or allowed at Town meetings and enters a statement of the accounts in the Town's record books.

  • Prepares all budget documents in compliance with Indiana statutes.

  • Apportions tax revenues collected by the Town to the various entities as required by law.

Notices:

  • Publishes and/or posts ordinances and resolutions as required by Indiana statutes.

  • Publishes bids, RFP's, job openings and other town business notices as required or requested.

  • Provides all appropriate notices as required by Indiana statute and Town regulations.

The origin of Danville's Fire Department reaches all the way back to 1869.  Since those early days when a handful of volunteers would team up to fight a fire with a horse-drawn cart, the department has evolved into a profesionally trained and well-equipped organization consisting of Paid on Call, Part-Time, and Full Time personnel.  All Danville Fire Department personnel are trained as Firefighters and Emergency Medical Service providers.

The DFD provides fire protection services for both Center and Marion Townships.  Averaging between 1,500 to 2,000 calls for service a year, the department continues to meet the demands of a growing community with continued dedication and increased efficiency.

The Danville Fire Department has two fire stations: Station 191 is located at 77 North Kentucky Street and is home to the Danville Fire Department Administrative Offices.  Station 192 is located at 100 Twin Bridges Road and is staffed 24/7 with response personnel.

Planning & Zoning Department

 
The Planning and Zoning Department is responsible for all activities concerning the use and development of land within the Town's incorporated limits. In the broadest sense, such activities include subdivision review, zoning administration, and building inspections. 

 

Subdivision development is regulated by the Danville Subdivision Control Ordinance. Zoning and land use within Town limits is regulated by the Danville Zoning Ordinance.
 
Building inspections are regulated by the International Building Code and are performed by the Town's Building Inspector who is also responsible for administering the Town's Stormwater Quality Standards.

 

The Planning Department also coordinates the activities of the Plan Commissionthe Board of Zoning Appeals, and the Design Review Committee. The most common activities performed by the Plan Commission include approving subdivision plats, making recommendations for rezonings, and performing site plan reviews. The BZA's primary responsibility is to hold public hearings and render decisions on requests for variances from the Town's Zoning Ordinance. The Design Review Committee reviews exterior renovation and new construction projects occurring in the Town's Corridor Protection Overlay District.

Public Works Department

The Danville Public Works Department is responsible for the care and maintenance of the Town's streets and alleys, municipal vehicle maintenance, and a variety of other services associated with the Town's infrastructure and rights-of-way. 

 

Street repair and repaving, snow & ice removal, street sweeping, mowing municipal properties & rights-of-way, tree removal, and sidewalk replacement are but a few of the duties performed by the 11 employees in the Public Works Department.

Stormwater Department

The Town of Danville has been designated by the State of Indiana as an MS4 (Municipal Separate Storm Sewer System) community. The Town's MS4 Permit is #INR040126. The Stormwater Department is responsible for all activities concerning stormwater management within the Town's incorporated limits. This includes, but is not limited to, stormwater education, participation, illicit discharge, construction inspection, post-construction inspection, and good housekeeping practices.

Wastewater Department

The Wastewater Treatment Plant is a water resources management utility committed to protecting the West Fork of Whitelick Creek through the reclamation of water while assessing stable, competitive rates as customers enjoy clean water and a healthy stream.  

The initial construction of the Danville Wastewater Treatment Plant was completed in 1961. Since that time, additional construction projects occurring in 1987, 1993, 2000, and 2006 have continued to enhance the plant's treatment capabilities. Construction of the largest improvement project was concluded in 2006. Several large interceptors were improved,which was then followed by an upgrade to the treatment plant itself. This upgrade allowed the Town to double the treatment plant's capacity, which was necessary as a result of Danville's rapid growth.

The Wastewater Treatment Plant is owned and operated by the Town. Liquid waste treatment plants require near-constant supervision in order to ensure that safe water is being discharged into the environment after filtration is complete. As a result, system operators must either work or be on call at all hours. Plants are highly regulated and can face a number of problems. Storms can cause flooding in sewers, and water can be tainted by chemicals. Plant operators are responsible for managing all of these issues and more.

The plant is currently staffed with 5 employees who manage daily operations, plant maintenance, citizen inquiries, and compliance issues. In 2012, we added the position of Pretreatment Coordinator. The responsibilities of this position include the operation and monitoring of significant industrial users. Commercial and industrial businesses will notice an increased interaction with the Town's Water Pollution Control Facility.

Newest water towerThe Danville Water Company was established in 1892 and continues to serve Danville's water needs to this day. The current water treatment plant is located at the entrance to Ellis Park and is operated with a staff of four.
 
The Danville Water Treatment plant is served by four deep water wells located throughout Ellis Park. In addition, there are three elevated water storage tanks serving the Town with a combined capacity of 1.7 million gallons. The tank located on Kentucky Street has been in continuous operation since 1892 and has been recognized as an historical water landmark by the American Waterworks Association. The second tank is located next to North Elementary School on State Road 39 and was put into operation in 1960. The third and most recent addition to the water supply system is a 750,000 gallon elevated water tower located just north of Hendricks Regional Health. It was brought online in 2003. A new water treatment plant was constructed and brought online in the summer of 2005. This new plant utilizes aeration for iron removal to treat the water before it is released into the distribution system.
